Greenbelt City Agenda Documents on Roosevelt Cell Tower and Master Leasing Agreement

The City Will be discussing the proposed Cell Tower at Roosevelt High School 
in the Greenbelt City Council April 24, 2017 meeting 8pm.

The April 24, 2017 City Council meeting is located in Greenbelt Maryland at 25 Crescent Road.

                          Questions from Ms. Scarato & Milestone’s Responses

Milestone Communications is proposing to construct a marquee cell tower on the Eleanor Roosevelt High School (ERHS) site adjacent to Greenbelt Road. Milestone has scheduled a community meeting on Tuesday, April 25 at 7:00pm at the Seabrook Seventh-Day Adventist Church (8900 Good Luck Road).

A representative of Milestone emailed Mayor Jordan on July 14 and requested a meeting to discuss “cell tower development in Greenbelt” but provided no other specifics. Mayor Jordan responded that Milestone would need to meet with the City Council. Two dates in August were offered but Milestone never followed up to confirm a date.

On December 19, the City received an email from Board of Education Member Lupi Grady indicating that this proposed cell tower would be discussed at the ERHS Parent Teacher Student Association (PTSA) meeting on January 17. The email included information that Milestone had sent to the PTSA President.

The City learned more about this proposed project at a Work Session with Principal McNeill on January 4. Following this meeting, the City Manager contacted Milestone on January 12 to request a briefing on this project for the City Council and the community. Multiple dates were offered to Milestone on two occasions but the Milestone representative did not respond back to confirm any date.

On April 5, the City received a packet from Milestone (dated 3/31/17) regarding this project and the upcoming community meeting in Seabrook. This is the first time the City received correspondence from Milestone detailing the ERHS cell tower proposal and notification of the April 25 meeting. The City sent a letter on April 10 to Milestone requesting a community meeting be held in the City of Greenbelt. On April 18, Milestone responded indicating the April 25 meeting was sufficient.

Included in Council’s packet is a draft letter for Council review. Council direction is sought. (DEM)

How much time do PGCPS educators spend dealing with cell phone related matters?  Time is Money. More importantly, TIME is Education. Our educational leaders should be spending time on education, not cell towers.

What is the true monetary cost of these towers? Any cost benefit analysis should include the cost of PGCPS educators , PTA leaders and PGCPS staff salary .
